interesting! although that video is terrible :) there are a bunch of birds (and insects - butterflies, etc) that use wing patterns to disguise themselves but the ability to actually modify the appearance of its figure is cool.
looks like it may be a White-faced Scops Owl. Srigiformes strigidae - like many of our owls around here!
